ohh by the way EQplayers says its a passive ability that has a chance to remove some detrimental spells whenever you use mend

It was in beta but I don't think it went live.

From 9/18 on beta AA thread:

(New) Mending of Body and Soul 1-3
(Passive ability provides you with a chance that when you use your Mend skill you will be cured of some detrimental effects and have some of your wounds healed beyond the healing returned by your existing mend).

There were arguments against it from the testers.

thanks mal who knows maybe they will work the bugs out of it but i kinda like the idea myself(a mini purify body everytime you use mend) especially if you have hastened mend maxed out
