The 'A City in Peril' tasks ("mini-tasks") listed here are obtained by speaking with Prime Researcher Elnot Waymun after completing missions #1, 2, 5, and 8. These usually involve only turn-ins or hailing certain NPC(s) and can be done by yourself, without the aid of a group.

These mini-tasks upgrade your Combine Signet Ring and allow you to request missions further along in the line of progression.

also get faction for completing quests and can purchase spells and power sources with Orum, or could just sell the orum.
